Democracy is not just words on paper, it’s a living, breathing practice. It is a river, reshaped by every generation that dares to step in. As America turns 250, we inherit both the weight of its broken promises and the wonder of its unrealized potential. In times of collapse, the future loosens; rules and norms become clay in our hands. This is our invitation to dream wildly and craft courageously. Not only to resist what harms us, but to design what heals us. And the place to begin is close to home, where our two feet touch the ground. Local government is the most accessible site for democracy’s reinvention, the workshop of democracy, where imagination meets practice and ordinary people become architects of possibility. The next 250 years of democracy will be decided not by the powerful few, but by the civic imaginations of the many.

Measure I was a response to the 2020 Black Lives Matter protests. It emerged from a year-long process within the Charter Review Commission — a constitutional convention for the City of San José that began on January 11, 2021, just days after the January 6th insurrection. In December 2021, the Commission unanimously approved sending a set of Charter amendments to City Council, which Council then unanimously voted to place on the November 2022 ballot. On November 8, 2022, voters approved Measure I, amending the City’s constitution.
